Wikipedia : WHOIS(en)
WHOIS (pronounced as the phrase "who is") is a query and response protocol that is widely used for querying databases that store the registered users or assignees of an Internet resource, such as a domain name, an IP address block or an autonomous system, but is also used for a wider range of other information. The protocol stores and delivers database content in a human-readable format. The current iteration of the WHOIS protocol was drafted by the Internet Society, and is documented in RFC 3912.
Whois is also the name of the command-line utility on most UNIX systems used to make WHOIS protocol queries. In addition WHOIS has a sister protocol called Referral Whois (RWhois).
History
Elizabeth Feinler and her team (who had created the Resource Directory for ARPANET) were responsible for creating the first WHOIS directory in the early 1970s. Feinler set up a server in Stanford's Network Information Center (NIC) which acted as a directory that could retrieve relevant information about people or entities. She and the team created domains, with Feinler's suggestion that domains be divided into categories based on the physical

What is the IP administrator Whois information?
WHOIS (short for "who is") is a protocol used to query databases to find out ownership information for internet resources like domain names and IP addresses. In simple terms, when you use WHOIS, you are asking a public database, "Who is responsible for this IP address or domain?" The database then returns details like the owner's contact information and registration status.
Originally, WHOIS queries were performed using command-line tools, which are still popular among system administrators today. Now, there are also many user-friendly online tools with web interfaces that can simplify the process. Regardless of the tool, the underlying process is the same: they use the WHOIS protocol, typically over TCP port 43, to send a request to the server holding the registration data. This data is maintained by specific authorities responsible for managing internet resources.
At the top of this management hierarchy is the Internet Assigned Numbers Authority (IANA), which coordinates the global allocation of IP addresses and domain names. IANA delegates the management of IP address resources to five Regional Internet Registries (RIRs), each responsible for a specific part of the world:
- RIPE NCC (Réseaux IP Européens Network Coordination Centre): Responsible for Europe, the Middle East, and parts of Central Asia.
- APNIC (Asia-Pacific Network Information Centre): Responsible for the Asia-Pacific region.
- ARIN (American Registry for Internet Numbers): Responsible for the United States, Canada, and parts of the Caribbean.
- LACNIC (Latin America and Caribbean Network Information Centre): Responsible for Latin America and parts of the Caribbean.
- AFRINIC (African Network Information Centre): Responsible for Africa. Before AFRINIC was established, IP addresses for this region were distributed by APNIC, ARIN, and RIPE NCC.
What is the use of IP administrator whois information?
The main purpose of an IP WHOIS query is to find out who owns a specific IP address and how it has been allocated. In short, it's a way to look up the details of an IP's registration, such as the owner's and administrator's contact information.
Using the IP WHOIS service, you can:
- See the larger block of IP addresses (or IP range) that an IP belongs to, which is managed by a single organization.
- Identify the country and the network operator (ISP) in which the IP address is registered.
- Find the contact details (phone, email, etc.) for the network's administrator, allowing you to get in touch if needed.
This last point is particularly useful for reporting issues like spam, cyberattacks, or online fraud to the responsible network administrator.
What is the meaning of IP administrator whois information?
An IP WHOIS query returns information organized into several fields. Below are descriptions of the common fields you might see:
Main Network Block (inetnum)
- IP Address Range: The block of IP addresses allocated by the Internet Assigned Numbers Authority (IANA) that this record describes.
- Network Name (netname): The unique name assigned to this network block, e.g., CHINANET-HB.
- Description: Detailed information about the network, including the provider's full name, physical address, and country.
- Country: The two-letter country code (e.g., CN for China).
- Administrative Contact (admin-c): A unique code (handle) that links to the administrator's full contact record.
- Technical Contact (tech-c): A unique code (handle) that links to the technical contact's full record.
- Maintainer (mnt-by): A code identifying the organization authorized to make changes to this record.
- Status: The current allocation status of the IP block (e.g., ASSIGNED).
- Last Modified (modified): The timestamp of the last time the record was changed.
- Source: The registry (like APNIC or ARIN) where this data is stored.
Organization Details
- Organisation: The official name of the company or entity.
- Address: The contact's physical mailing address.
- Email: The contact email address.
- Abuse Complaint Email (abuse-mailbox): A specific email for reporting network abuse.
- Incident Response Team (irt): A code that links to the contact details for a security incident response team.
Contact Role Details
- Role: Describes the function of a contact, such as "Network Administrator."
- Phone: The contact's phone number.
- Fax: The contact's fax number.
- NIC Handle (nic-hdl): The unique ID for this specific contact record.
- Notify: An email address that receives notifications about changes to the record.
Individual Person Details
- Person: The name of an individual contact person.
- Phone: The individual's contact phone number.
- Email: The individual's contact email address.
